How to hire workers from India for Saudi Arabia: the step-by-step process
To hire workers from India for Saudi Arabia, you obtain work visas, authorise a licensed Indian recruitment agency, interview and select candidates, and the agency then completes the medicals, skill verification, visa stamping and Indian emigration clearance. With a well-organised agency, the whole process typically takes up to 4 weeks from your requirement to the worker's arrival, depending on the visa category.
1. Define the requirement
Everything that follows depends on a clear requirement. Send your agency the job titles, the number needed for each, a job description, the experience and qualifications you expect, and the salary and benefits. The more precise this is, the faster the shortlist. For trades, say which machines, processes or certifications matter; for professionals, say which systems and responsibilities.
2. Secure the visas and authorise your agency
Saudi employers obtain work visa approvals through the Ministry of Human Resources and Social Development (MHRSD). You then authorise your chosen Indian recruitment agency to process those visas, through the Ministry of Foreign Affairs (MOFA) system. Choose an agency registered with India’s Ministry of External Affairs: only registered agencies may recruit Indian workers on an employer’s behalf, and they are accountable to the Protector General of Emigrants.
3. Sourcing and shortlisting
A good agency does not rely on one newspaper advertisement. India is multi-regional and multilingual, so effective sourcing combines a verified candidate data bank, advertising across channels, and head-hunting for people who are employed and not actively looking. Shortlisted candidates should already have passed aptitude and trade tests and background verification of identity, employment history, education and references, so that you only interview people who can do the job.
4. Interviews and selection
You interview the shortlist face to face in India or by video, and make the final selection yourself. Many employers send delegates to India for larger projects; agencies such as ours provide interview facilities and trade-test arrangements. Once you select a candidate, you issue the offer and employment contract.
5. Medicals, biometrics and skill verification
Selected candidates take a medical examination at a GCC-approved medical centre and give biometrics for the Saudi visa. Many trades also require Saudi Arabia’s professional or skill verification before the visa can be issued, so candidates should be told at the outset that their appointment depends on passing it, and be prepared for the test.
6. Visa stamping and emigration clearance
The agency submits passports to the Saudi consulate for visa endorsement. In India, workers travelling to Saudi Arabia on an emigration check required passport need emigration clearance, which registered agencies obtain through the Government of India’s eMigrate system. Skipping this step is not an option: workers without clearance can be stopped at the airport.
7. Orientation, ticket and arrival
Before departure, a good agency briefs each worker on the culture, laws and customs of the Kingdom and on their terms of employment. This pre-departure orientation helps workers settle in quickly and stay. The employer provides the joining ticket, either directly or through a prepaid ticket advice (PTA).
How long does it take?

What to agree with your agency
